
Loyalists of President Mahmoud Abbas achieved significant victories in recent Palestinian municipal elections, marking an important political development in a region beset by challenges. This election, notable for its inclusion of a city in the Gaza Strip, represented the first democratic exercise in Gaza since 2006, and the first Palestinian polls held in the wake of the ongoing conflict that escalated in October 2023.
Palestinian Prime Minister Mohammed Mustafa described the elections as occurring at a “highly sensitive moment amid complex challenges and exceptional circumstances.” The elections offered a crucial opportunity to reaffirm the integral role of Gaza in any future Palestinian state. The vote in Deir el-Balah, a central city within Gaza, was characterized by Palestinian Authority officials as a symbolic “pilot” election, aimed at reinforcing national unity.
Hamas, which has governed Gaza since 2007, chose not to formally participate, instead opting to boycott the elections in the occupied West Bank. Despite this, some candidates in Deir el-Balah were perceived by locals and analysts as sympathetic to Hamas, suggesting underlying dynamics of support for the group. Preliminary results indicated that the Deir el-Balah Brings Us Together list, perceived as aligned with Hamas, garnered two of the fifteen available seats. In contrast, the Nahdat Deir el-Balah list, affiliated with Abbas’s Fatah party, successfully captured six seats, while the remaining seats were won by independent Gaza-based groups, Future of Deir el-Balah and Peace and Building.
In the West Bank, Abbas loyalists dominated the election, often running unopposed in numerous districts. However, voter turnout in Gaza was recorded at 23 percent, significantly lower than the West Bank’s 56 percent. This disparity can be largely attributed to the ongoing humanitarian crisis, which has severely impacted the population’s stability and ability to participate. Fatah spokesperson Abdul Fattah Dawla highlighted that the turnout in Gaza paralleled that of the last municipal elections in the West Bank back in 2022, commending voters for their resilience despite the difficult conditions.
The elections faced logistical challenges, with numerous ballot boxes and voting equipment barred from entering Gaza due to Israeli restrictions.
